Gambling Commission fines: every decision currently published

Every decision the Commission currently publishes against a licensed company: 95 actions decided since September 2023, £40,307,411 in penalties and payments in lieu, filterable by year, by sanction type or by what went wrong.

This ledger is a rolling three-year window, not an archive. The Commission withdraws a decision from its register three years after publication, so penalties issued before September 2023 — including the largest in its history — have left the register and are not counted in any total here.

UK Gambling Commission fines by year

Totals as stated in the published decisions. Warnings and revocations carry no figure and are counted but not valued, so the count of Gambling Commission penalties in a year is always higher than the pounds suggest.

Two things drive the shape of this chart. Gambling Commission enforcement moves in waves, because a compliance programme aimed at one failing tends to produce a cluster of decisions a year or two later. And a single settlement can dominate a year: one operator fined by the Gambling Commission for anti-money-laundering failings can outweigh a dozen smaller cases.

Gambling Commission penalties, by what actually went wrong

Gambling Commission penalties concentrate in a small number of themes. Money laundering controls and customer protection account for most of the largest Gambling Commission fines, while reporting failures produce many small ones.

Gambling commission fines cluster by theme rather than by operator, and the pattern matters more than any single case. An operator fined by the Gambling Commission for weak customer-interaction controls has failed the rule written specifically to catch harm early, which is a different kind of failing from a late regulatory return, even where the Gambling Commission fines attached to each look comparable.

Questions about Gambling Commission enforcement

What is the difference between a sanction and a settlement?

A sanction is imposed on the operator following a licence review or investigation. A settlement is agreed: the operator makes a payment in lieu of a financial penalty, usually alongside a public statement and a contribution to the Commission's costs. Both appear on the register and both follow a finding of failings; the difference is process, not severity.

Why do some entries show no amount?

Because not every outcome is financial. Warnings, licence revocations, added licence conditions and public statements carry no figure. They are counted in the ledger but cannot be valued, which is why the totals here are lower than the number of actions might suggest.

What do codes like LC 12.1.1 and SRCP 3.4.3 mean?

They are the specific licence conditions the operator breached. LC 12.1.1 concerns anti-money-laundering controls. SRCP 3.4.3 concerns checking in on customers showing signs of harm. RTS requirements cover technical standards for the games themselves, such as the minimum two and a half seconds between slot spins. Each decision on this page lists the codes it cites.

How long does an action stay on the register?

Sanctions and settlements remain published for three years from the date of publication. After that they leave the register, and therefore leave this ledger. An operator with a clean record here may have had a very different one four years ago.

Does a fine mean the operator is unsafe now?

Not necessarily. Enforcement typically follows failings from an earlier period, often years earlier, and usually results in changes being imposed. What the record shows is which companies have failed the rules before and in what way, which is a better basis for judgement than a marketing page.

Why are actions against individuals not listed?

Around a quarter of the entries on the Commission's register concern named individuals holding personal management licences rather than companies. We publish only the corporate actions. Naming private individuals carries a different order of legal and ethical risk, and it does not help someone deciding whether to open an account with a company.
